His name is Yoshio Kojima. He is an OWARAI (=comedian) and getting popular these days...in Japanese media. While performing, he oftenly says, 'でも、そんなの関係ねー'(demo son nano kanke e ne e), which means, 'That's none of my business','I don't give it a shit!' or something like that. Also, he says, 'はいっ、おっぱっぴー'(hai, oppappy). According to him, it's an acronym for "Ocean Pacific Peace".
